The purpose of the Civilian Pay Technicians serve as the subject matter expert for payroll policy, an expert source of information, handles customer complaints and resolves payroll problems with regards to reviewing and reconciling various types of pay and leave transactions involving Title 38, Title V and Federal Wage System (FWS) pay and leave systems and special salary tables such as Title 38 physicians, registered nurses, physician assistants; Hybrid Title 38. [ "The CTVHCS is recruiting for a highly qualified Civilian Pay Technician for the Finance Service located in Temple, TX. Major Duties as Assigned, but not limited to:\n25% - The incumbent provides answers for customer inquiries (via in person, on the phone, and/or email) on all aspects of pay, benefits, and entitlements for employees with a variety of different benefits and entitlements. Perform actions to resolve problems requiring different procedures and regulations based on the category and types of appointments, pay plans, and schedules. Incumbent identifies nature of the inquiries, reviews the master records, identifies required pay, entitlements, and benefits, and explains pay related actions, and works to resolves actions. Perform research for complex cases when needed. Explains resolutions of pay problems and explains actions needed to identify correct information in records. 25% - Generates and reviews a variety of Pay and Leave reports and audits timekeepers' timecard records for appropriate posting in accordance with government regulations and for training received. Generates and reviews reports from HR/Payroll, VA, and/or DFAS systems. The Civilian Pay Technicians has to determine if the data and/or entries will create a reject or if additional corrective actions may be required. The technicians contact the HR assistants, HR specialists or Service Time and Leave Clerk to provide answers or resolution where required changes, resubmission(s) or corrections are needed to resolve the rejection. Make corrections in the VA and/or DFAS systems for employee master record and timecards when needed. Visits Time and Leave Clerks' workstation and audits time and leave records on a semiannually basis. Provide Time and Leave Clerk assistance for the ETA system to answer questions on posting time for a variety of employees. Review documentation to ensure they are maintained as Researches, interprets, and applies regulations, requirements, and procedures. Researches, interprets, and applies statutes, Comptroller General (CG) of the United States decisions, and directives from Central Office. Develops and provides training materials and/or handouts on changes in regulations, the automated Pay systems, or an identified need. 25% - Analyze the personnel transaction data received for transmittal and enters data into multiple systems. Review actions entered by Human Resources, such as accessions, separations, promotions, and reassignments and determines if appropriate elements were coded and that actions will process properly in the system. Based on the action entered by Human Resources, determines and codes premium pay indicator. Determines and codes fund control point based on changes in cost center and/or duty station entered by Human Resources. Enter actions such as Federal Taxes, Direct Deposit information, and allotments into DFAS system. Perform leave audit as required for separating employees that are leave earners as well as leave audits for employees on the donated leave program. Notifies Human Resources employees for corrections of errors identified. Manually calculates retroactive salary payment for corrections that are effective prior to the DFAS conversion and completes Remedy tickets for any corrections that older than 26 pay periods from the current pay period. 25% - Uses multiple automated systems. The VA timekeeping system is used to create and process employee timecards. Creates and assigns tours of duty, new Time and Leave units, and update timekeeper and certifying official designations. Audits a variety of timecard posting for accuracy of reporting in the timekeeping and DCPS systems for Continuation of Pay; Non-Pay on accessions that start after a holiday and for separated employees mid-pay period; leave balances for 80 hour incremental LWOP affecting leave accruals; and for Donated Leave. Access the Human Resources systems to update and process the personnel actions for employees, update entitlements and funding controls. Access the eOPF to review SF50s and benefit forms when there is a need based on HR coding information. Researches the myPay and retrieves data to provide advice and training to system users. Accesses DFAS Remedy and requests information from {DFAS). Use MIAP to access DFAS' DCPS system to code Federal Taxes, Direct Deposits, Allotments, CFC changes and process timecards to pay employees.
