Job Description:

Under the direct supervision of the Deputy Regional Director with general oversight provided by the Regional Medical Director. Assists the Lead Regional Budget Analyst. Performs routine budget preparation and financial analysis work. Work involves examining, reviewing, and analyzing operating budgets; preparing reports relating to budgetary activities and performance measures; providing budget information to programs and for legislative appropriation requests; providing technical advice and assistance to program managers on budgetary matters. Uses a variety of business software applications to perform essential job functions such as Microsoft Office - products and HHS/DSHS specific systems. Works under moderate supervision with some latitude for the use of initiative and independent judgment. Essential Job Functions:

25% Assists the Lead Regional Budget Analyst with conducting budget management, transfers, and analysis. Monitors, reviews, and analyzes operating budgets and methods of finance to ensure budgeted amounts are aligned to appropriated amounts; funds have been appropriately allocated and are appropriately used. Works with Lead Regional Budget Analyst to ensure funding sources are allocated and budgeted correctly. Monitors, reviews and analyzes expenditure patterns and trends to assist with determining potential for reallocation, realignment, or adjustments to accomplish programmatic requirements. Assists with preparing, reviewing, and analyzing financial reports related to funds, reimbursements, and other fund areas as required. Assists with financial review of regional contracts related to expenditures. Identifies and reports any unusual financial activity to the Deputy Regional Director. Compiles financial statistics and reports related to program operations. Prepare, review, and process budget journals and budget transfers related to both salary and non-salaried revisions. Participates in the preparation and development of the annual operating budget process. Assists with budget analysis on financial impact for regional projects. Assists program staff with task profile setup for the operating budget. Utilizes appropriate HHS/DSHS systems to run Organization budget status report and other financial reports needed to perform essential job functions. Attends routine meetings with program management and staff regarding operating budget status and recommendations on utilization of funds.

30% Performs expenditure monitoring under the guidance of the lead regional budget analyst. and analysis. Enters and reviews data in regional purchasing tracking spreadsheets. Performs duties related to analyzing budget codes and fund availability for requisitions, purchase vouchers, unencumbered forms, invoices, employee travel, Procard logs and petty cash. Review and prepare, purchase order and voucher adjustments. Analyze and review Procard logs for payment following agency policy. Provide certification of goods/services and funding information/changes to account payables as requested. Provide chartfield elements on various financial documents to ensure appropriate use of funds.

20% Supports mobile devices management. Submits requests for adding, removing, or modifying mobile devices. Assists Lead Regional Budget Analyst with verifying mobile device invoices.

20% Supports regional administration. Assists as needed with other administrative processes impacting regional operations and budgets such as fleet management, shipping, wireless device inventory, and travel. Assists with completing administrative or operational assignments as requested. May provide limited coverage of administrative team duties including escorting vendors and/or front desk coverage.

5% Other duties as assigned. Include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations activation. Such participating may require an alternate shift pattern assignment and/or location.

Extensive knowledge in accounting and budget principles, practices, and procedures.

Ability to organize work so that data can be easily retrieved and presented.

Able to use good personal skills to interact with and support regional programs and support staff.

Ability to maintain confidentiality.

Registration or Licensure Requirements:

Must possess a valid Class C Texas driver's license, or equivalent license from another state. Initial Selection Criteria:

  • Experience in accounting, auditing, finance, purchasing, or budget processes is required.
  • Experience with Microsoft Office applications such as Excel is required.
  • Graduation from an accredited four-year college or university with major coursework in accounting, finance, business, public administration, economics, or a related field is preferred.
  • Experience with CAPPS Financials, Oracle, or PeopleSoft systems is preferred.
    Additional Information:

    This is a grant funded position. Applicants selected for interview will be required to complete a proficiency/skills test at the time of the interview (e.g. MS Excel). This position occasionally requires some local area travel during normal business hours.
